Hong Kong Piracy.
We have now received the Opinion of the Law
Officers of the Crown and Mr. Wilfrid Lewis on the Case
a draft of which was referred to you in May last. The
Law Officers specially directed that the Case should also
be submitted to Lewis. I enclose a copy of the Opinion
and, to complete your papers, a copy of a memorandum by
Fitzmaurice of the Foreign Office which, at Beckett's
